CSR II
Salary Range:  $59,340/annually to $80,124/annually
Starting Salary Range:  $59,340/annually to $69,732/annually (DOQ)

Soos Creek Water and Sewer District, a public agency located in Renton WA, is accepting applications for the position of Customer Service Representative I OR II (DOQ). 
Working in a team consisting of an Accounting Supervisor and 4 Customer Service Representatives, responsible for all customer service and utility billing functions.  Receive and respond to customer inquiries regarding accounts and services.  Process and balance incoming cash receipts.  Open/sort mail and process all data.  Answer all correspondence regarding accounts and services via mail, email, phone, voicemail and in person.  Process returned mail related to utility billing.  Prepare work orders for data changes and closing requests.  Perform billing, posting, and balancing of accounts. Open and close utility accounts and process closing bills.  Process accounts receivable, customer recordkeeping, delinquent collections, and work orders on a computerized system.  Review and prepare work orders from electronic files containing meter reading exceptions data for field crew personnel.

SCWSD is one of the largest Special Purpose Districts in Washington State, located in southwestern King County.  The District is a public agency governed by an elected five-member Board of Commissioners. We purchase our water supply from Seattle Public Utilities via a 60-year wholesale water supply contract. Our water service area covers approximately 16 square miles and serves more than 67,500 people.  Our sewer service area covers approximately 35 square miles, serving more than 114,000 people within portions of Kent, Renton, Covington, Black Diamond, Maple Valley and unincorporated King County.

ESSENTIAL DUTIES & RESPONSIBILITIES
 
  1. Assist customers with their accounts, in person, and/or by phone/ email. Assistance includes account establishment, or closure; payment for services or payoffs, billing, address changes, refunds, financial assistance resources, online payments, registering account online, late charges, correspondence, complaints, problems and related activities.
  2. Update and maintain accurate customers’ accounts information.
  3. Prepare utility billing and ensure that the monthly billing is complete and ready for printing and mailing. Review bills for accuracy and re-calculate any discovered billing errors.
  4. Process liens, refunds, and leak adjustments.
  5. Work with the attorney on the collection and foreclosure processes. Provide balances, status and process additional fees from attorney invoices to the customers’ accounts.
  6. Calculate, prepare and enter data for billing adjustments, waiving penalties, balance transfers and other charges as needed within established guidelines for assigned customer accounts.
  7. Compose various types of correspondence responding to customers, vendors, etc.
  8. Open/process account receivable mail.  Balance front counter receipts.
  9. Process daily cash receipts via lockbox and electronic funds transfer payments.
  10. Receipt utility payments into billing system and till. Balance daily monies for deposit and post cash receipts.
  11. Process ACH payment authorization agreement forms and enter customer payment information into the billing system, ensuring accuracy.
  12. Data entry for residential and commercial utility billing.
  13. Prepare work orders for data changes and closing requests.
  14. Process work orders for utility disconnections, re-connections and other utility services requests.
  15. Add late fees to delinquent accounts, prepare delinquent account reminder letters, phone calls and email for delinquent accounts. Prepare disconnect lists of delinquent accounts. Generate reports and prepare files for printing and mailing.
  16. Open and close utility accounts, and process closing bills. Pursue collection of final bills.
  17. Check for accuracy of data (permit, parcel information, location, inspection, etc.) for assigned new utility accounts entered into the utility billing system.
  18. Complete and mail duplicate billings, auto pay, and rate discount applications per customer requests.
  19. File data records, work orders, etc. on customer accounts and reviews/research account overpayments.
  20. Estimate closing requests made by escrow and title companies.
  21. Process authorization for duplicate bill to Property Manager or Tenant and make appropriate changes in the billing system.
  22. Review and prepare work orders from radio meter reports (out of range, comment exception, unread meters, and meter comments) for Field Operations. Upon review of data, prepare work orders for high consumption and notify customers by mail of a higher than usual consumption.
  23. Prepare monthly consumption report and balance month end commercial sewer accounts for King County Wastewater Division reports.
  24. Process customer bank returns such as, but not limited to, NSF checks, autopay return, and credit card chargebacks.
  25. Operate a variety of office equipment including computer, 10-key calculator, and copier.
  26. Perform all other assigned duties and responsibilities including, but not limited to, assisting other employees or substituting for other employees when needed.  Must be willing to cross train in other areas.

 EDUCATION AND EXPERIENCE:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job.  A typical way to obtain the knowledge, skills, and abilities would be:
 
Customer Service Representative I
  1. High School diploma or G.E.D. supplemented by courses in accounting, office procedures, and Microsoft Office Suite.
 
  1. One of the following criteria:
  1. One-year related utility experience.
  2. Three years’ general office experience; including contact with the public, cash handling, and computer experience using Microsoft Office Suite, and database entry.
 
  1.  Certifications/Licenses:  A valid Washington State Driver's License.
  
Customer Service Representative II
  1.   High School diploma or G.E.D. supplemented by courses in accounting, office procedures, and Microsoft Office Suite.
 
  1.  Advanced knowledge in Microsoft Office Suite.
 
  1.  One of the following criteria:
  1. Four years related utility experience.
  2. Three years’ general office experience; including contact with the public, cash handling, and computer experience using Microsoft Office Suite and at least two years of acceptable performance at Soos Creek.
 
  1.  Certifications/Licenses:  A valid Washington State Driver's License.
