Salary Range: $79,392/annually to $107,196/annually
Starting Salary Range: $79,392/annually to $93,294/annually (DOQ)
 
Construction Inspector II
Salary Range: $87,336/annually to $117,900/annually
Starting Salary Range: $87,336/annually to $102,618/annually (DOQ)
 
Soos Creek Water and Sewer District (SCWSD) is seeking a Construction Inspector to join our team.   This position is responsible for ensuring that the District’s water, sewer, facility installations, and associated project components meet the contractual requirements, specifications, standards of the District and other jurisdictional authorities. This position inspects all types of projects including small works, capital projects, emergency work, inter-local agreements, development, and side sewer installations.  This position requires a keen awareness as to when it is appropriate to exercise independent judgement in solving problems and when consultation with District engineers or designers is required. 
 
The successful candidate shall be responsible for a variety of tasks as outlined in the Essential Duties and Responsibilities section.

SCWSD is one of the largest Special Purpose Districts in Washington State, located in southwestern King County.  The District is a public agency governed by an elected five-member Board of Commissioners. We purchase our water supply from Seattle Public Utilities via a 60-year wholesale water supply contract. Our water service area covers approximately 16 square miles and serves more than 67,500 people.  Our sewer service area covers approximately 35 square miles, serving more than 114,000 people within portions of Kent, Renton, Covington, Black Diamond, Maple Valley and unincorporated King County.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Construction Inspector I
Under the direction and oversight of the Engineering Manager, the Construction Inspector shall be responsible for the following Essential Duties and Responsibilities:
 
  1. Ensures that contractors working on water/sewer improvements comply with District standards, contract documents, and regulatory requirements.
  2. Interprets and explains standards, regulations, plans and specifications.
  3. Observes tests and inspects water/sewer installations to ensure compliance with standards and contract specifications.
  4. Communicates and coordinates construction activities with contractors, developers, property owners and other stakeholders involved in the project.
  5. Communicates and coordinates with other utilities, municipalities, and regulatory agencies regarding permit requirements.
  6. Prepares reports on inspection activities; documents plan and/or specification changes made in the field for creation of as-built documents.
  7. Uses adobe software to perform tasks such as electronic plan review, recording field changes, and other documentation.
  8. Recommends in-field changes to plans as required; reviews change orders to construction contracts, and recommends alternative construction methods and/or materials for Engineer’s approval.
  9. Recommends approval and acceptance of completed projects when all construction, contractual, and regulatory requirements are met.
  10. Conducts and coordinates preconstruction meetings with developers, contractors, jurisdictional representatives, and District Staff.
  11. Assists in the review of contractor submittals for conformance with contract specifications and drawings.
  12. Measures, calculates, and approves contractual quantities in compliance with measurement and payment specifications on capital projects.
  13. Researches new construction materials and proposes updates to SCWSD standards.
  14. Performs other duties as required or assigned.
 Construction Inspector II
Under the general direction and moderate oversight of the Engineering Manager, the Construction Inspector II shall be responsible for the following Essential Duties and
Responsibilities
:
  1. Perform duties listed under Construction Inspector I, with increasing responsibility to ultimately lead and work independently on those duties. 
  2. Inspects and performs construction administration for large/complex/multi-year capital improvement projects.
  3. Coordinates and advises consultant inspectors and acts as the liaison for the District for other jurisdictional and regulatory inspectors.

Requirements MINIMUM QUALIFICATIONS:
Knowledge of:
  • Standards, regulations, and specifications regarding the installation and inspection of water and sewer systems, including American Water Works Association (AWWA), WSDOT/APWA, CSI, and UPC, construction techniques, equipment use and reporting requirements.
  • Pertinent construction standards of jurisdictional agencies including City, County, State, Dept of Health, and Dept of Ecology.
  • Job site safety practices including OSHA/WISHA, and L&I regulations.
  • Effective communication and conflict management techniques with project stakeholders, including the public.
  • Erosion control practices and trench and roadway restoration.
  • Methods of measurement and payment on capital projects.
  • Requirements and procedures associated with granting acceptance and approvals.
  • Basic Cross Connection and backflow standards and requirements.
  • Microsoft Office Suite, Adobe, and Geographic Information Systems (GIS).
 Skill in:
  • Inspection of water, sewer, and facility installations for conformity to engineering specifications including air tests, closed circuit television inspections, water pressure tests and purity testing.  Observation of third-party testing for conformance to District standards.  
  • Effective written and oral communication, and interpersonal skills to interact with District staff, contractors, developers, agencies, and the general public.
  • Understanding, interpreting, and explaining construction contracts, plans, and specifications.
  • Resolving on-site construction challenges encountered in water and sewer installations within scope of authority.
  • Preparing field documentation utilizing a variety of standard and specialized software and electronic devices (phone, tablet, and laptop). 
  • Working effectively under pressure and ability to quickly adjust to changing priorities and demands.
 EDUCATION AND EXPERIENCE:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job.  A typical way to obtain the knowledge, skills, and abilities would be:
 
Construction Inspector I
Education:
  • Two (2) year degree in engineering, construction, or related field.   Note: Four (4) years of related work experience may replace the two year degree. 
 Experience:
  • One (1) year of experience inspecting construction projects or working on public works construction projects with direct experience in the installation of water and sewer mains.
 Construction Inspector II
Education:
  • Two (2) year degree in engineering, construction, or related field.   Note: Four (4) years of related work experience may replace the two year degree. 
 Experience:
  • Four (4) years of experience inspecting construction projects that include water and sewer mainline installations.
 CERTIFICATIONS/LICENSES:
Construction Inspector I
  • Obtain a Cross Connection Control Specialist certificate, an Erosion and Sediment Control Lead certificate, a Flagger Card, and an Industrial First Aid/CPR Card within one (1) year of employment.
  • A valid Washington State Driver’s License with driving record acceptable to the District.
Construction Inspector II
  • Obtain a Construction Inspector certification within one (1) year of employment.
  • Obtain a Wastewater Collections Specialist certificate, Water Distribution Manager 1 certificate, Cross Connection Control Specialist certificate, an Erosion and Sediment Control Lead certificate, a Flagger Card, and an Industrial First Aid/CPR Card within one (1) year of employment.
  • A valid Washington State Driver’s License with driving record acceptable to the District.
ENVIRONMENTAL/WORK CONDITIONS:
Duties are primarily performed in the field where the employee may be exposed to adverse weather conditions, occasional night work and weekend work, loud noises and hazards from automobile traffic, heavy equipment and construction sites. High paced workload and frequent disturbances to workflow are to be expected.
 
PHYSICAL REQUIREMENTS:
This position requires the ability to operate a motor vehicle. Ability to safely traverse uneven ground and around obstacles on project sites. Ability to climb ladders, crouch and bend to open valve boxes and meter boxes. Ability to lift items out of a vehicle, often above shoulder level. Requires finger dexterity to operate a computer, use a lifting bar, and swing a small sledgehammer.
 
Very Heavy Work: Exerting in excess of 50 pounds of force occasionally to lift and slide manhole lids off castings and /or up to 20 pounds of force constantly to move objects.
