DISTRICT CLERK: Highline Water District is recruiting for a full-time District Clerk position.  Annual Salary Range: $49.28 - $64.06 per hour with benefits. About the Position:
The District Clerk is responsible for performing comprehensive administrative duties for the General Manager, Board of Commissioners and Executive Management team. Duties include administration of public records, preparation of District communications, policy research and development, contract administration, and other administrative functions, as assigned.

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
    
  • Carry-outs the duties as the designee Public Records Officer – Facilitates the organization, maintenance, retrieval, protection, retention, and destruction of public records in accordance with all laws and regulations; Timely fulfills public records requests.
  • Serves as the application specialist for the document management system. Develops and maintains conversion program from paper to electronic records management.
  • Performs administrative duties supporting the management team’s ability to lead the organization, including designing, composing, and producing complex documents, reports, and correspondence; typing, editing, formatting and proofreading official documents and contracts; meeting preparation; issuing legal notices; creating and maintaining file systems; developing workflows and processes; and performing other administrative duties.
  • Researches, develops and oversees the creation, maintenance, and distribution of codebook, policy, procedure, and other control documents on behalf of the organization
  • Standardizes and develops protocols for written correspondence.
  • Provides administrative support for the Board of Commissioners and General Manager, including arranging and handling of all logistics for Board meetings and events; scheduling; drafting agendas; developing, compiling, and distributing presentation materials; and recording meeting minutes. Ensures compliance with applicable laws and regulations regarding Board matters.
  • Administers District contracts in compliance with procurement laws and regulations.
  • Organizes and creates content, updates, and maintains District website.
  • Completes special duties and/or projects as requested, including scope development, research, prepare recommendations and craft policies, procedures, and/or documentation.

Supervisory Responsibilities
This position may perform supervisory responsibilities for up to two (2) staff level employees.
When assigned, carries out supervisory responsibilities in accordance with the District policies,
procedures and applicable laws. Responsibilities include training employees; planning, assigning
and directing work; monitoring and managing performance; and addressing/resolving problems.

Education, Experience and/or Skills:
  • Associate’s degree from accredited college or university, bachelor's degree in public administration, business administration, or related field, preferred.
  • Five (5) years or more of increasingly responsible experience in municipal government; Three (3) years or more in public records management; Two (2) years or more in a lead or supervisory position or equivalent combination of education and experience.
  • Understanding of the regulations governing Special Purpose Districts and public records.
  • Thorough knowledge of the principles and best practices for record keeping and retention, records management, records software, and file maintenance.
  • Demonstrated proficiency in supervision and personnel management using best practices to create good working relationships with staff in a fair, consistent, and equitable manner.
  • Solid professional writing, design, and presentation skills, including grammar, punctation, spelling and proofreading, with the ability to communicate effectively and appropriately, both verbally and in writing, and to understand, read, write, and speak English.
  • Project management expertise with capability to work with minimal supervision; multitask, prioritize, and follow through with assigned tasks with tight deadlines; work well under pressure and stay calm in stressful situations.
  • Self-motivated, flexible, with ability to work independently or as a team with a high attention to detail and accuracy.
  • Skill in analyzing problems or challenges and the ability to research, develop, and implement effective solutions. Display a willingness to make timely decisions supported by sound and accurate judgment and include appropriate people in decision-making process.
  • Proficient in the operation of Microsoft office suite, Laserfiche records software, and other related office software applications.
  • Able to maintain confidentially and use discretion regarding sensitive or confidential information.
  • Obtain Certified Public Records Officer through WAPRO within 1 year.
  • Maintain valid Washington State driver’s license with acceptable driving record.

Physical Demands:
While performing the duties of this position, an employee is constantly required to use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; stand and talk or hear, walk, or sit. Specific vision abilities required include close and distance vision, color and peripheral vision, depth perception and ability to adjust focus. The employee is constantly required to lift, carry, push, or pull up to 10 pounds and seldomly up to 25+ pounds.
An employee in this position is constantly required to use written and oral communications skills; read and interpret data, information, and documents; analyze and solve problems; observe and interpret situations; deal with changing, intensive deadlines; and interact with officials and the public.

Work Environment:
This position works in an office environment and requires the ability to operate a computer, telephone, and other standard office equipment. The ability to communicate with employees and external contacts is required. Occasional travel to meetings or conferences is required.
