Operations & Maintenance Department Head
The Lakewood Water District seeks a collaborative, hands-on Operations & Maintenance Department Head to join its Operations & Maintenance Department. The Operations & Maintenance Department Head is responsible for the operation and maintenance activities of the District’s water distribution system, including organizing, planning, and coordinating the work of direct reports. This position reports to the Operations & Maintenance Manager.

Examples of Responsibilities:
  • Plans, schedules, coordinates, and oversees all maintenance, operations, and construction activities, including work orders, resource allocation, and work prioritization, works with Operations & Maintenance Manager to develop goals, objectives, and programs necessary for the operations and maintenance function, performs work in various maintenance activities or construction as needed
  • Provides direction, resources, and support to operations and maintenance staff, answers questions, regularly interfaces with crew members on assigned programs to provide support, opportunities to discuss and evaluate suggestions regarding programs, requirements, or procedures, conducts safety huddles and after-action meetings with field crew
  • Organizes and directs the onsite activities of work crews, provides training and instruction to staff on the repair and maintenance of the water system, District best practices, and on equipment, tools, and safety as it relates to various operations and maintenance activities, makes field decisions regarding water main installation, repairs, or other related maintenance activities
  • Inspects, observes, and audits work performed by staff to ensure adherence to District standards, policies, and procedures, ensures work sites are prepared and all necessary materials are available to staff, checks work against plans and specifications
  • Ensures safe condition of work sites, including compliance with trenching, shoring, and traffic control laws, oversees the layout of barricades, warning signs, and other public safety devices, checks for hazardous conditions, observes and instructs workers regarding safety practices and determines if contractors are meeting safety standards
  • Performs estimates for single services or service upgrades, may attend preconference meetings and site meetings with developers, contractors, and property owners with the Operations & Maintenance Manager as needed
  • Maintains and tracks inventory of parts, components, tools, and supplies for operations and maintenance activities
  • Supervises, trains, directs, motivates, and coaches assigned staff, prepares performance evaluations, works with Operations & Maintenance Manager to establish individual goals and standards for work group, participates in the selection of new employees, department onboarding activities, and provides input regarding the hiring, discipline, transfer, and termination of direct reports
  • Responds to customer inquiries, concerns, and requests, provides technical and policy information to customers, developers, contractors, and other parties as needed or required
  • Coordinates and plans, in conjunction with the Operations & Maintenance Manager, activities during hazardous weather conditions to ensure appropriate level of staff response
  • Responds to emergency situations and troubleshoots problems and projects; assists on-call staff with after hour emergencies, oversees and coordinates on-call procedures and rotation for Operations & Maintenance staff

Requirements Qualification requirements include any combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:
  • A high school diploma or equivalent. WDM III, CCS, Flagger, First Aid/CPR. Associate degree preferred. Class A CDL preferred.
  • Six to eight years of experience at a water utility similar in complexity to the District, with at least two years in a progressively responsible position providing leadership, guidance, and training to a staff of two or more.
