Salary Range:    $105,684/annually - $147,948/annually
Starting Salary: $105,684/annually - $126,816/annually (DOQ)

Soos Creek Water and Sewer District (SCWSD) has an excellent opportunity for an experienced Technical Analyst to be part of local government!  We are looking for a SCADA professional who will oversee and maintain the District’s Supervisory Control and Data Acquisition (SCADA) system, Operational Technology (OT) hardware and software, and technical user support.
 
It is anticipated that the incumbent in this position will work at least 50% of the time with telemetry control systems and SCADA systems and 50% working on computer systems/network, user support, GIS, GPS, Munis, and other projects as assigned.

SCWSD is one of the largest Special Purpose Districts in Washington State, located in southwestern King County.  The District is a public agency governed by an elected five-member Board of Commissioners. We purchase our water supply from Seattle Public Utilities via a 60-year wholesale water supply contract. Our water service area covers approximately 16 square miles and serves more than 67,500 people.  Our sewer service area covers approximately 35 square miles, serving more than 114,000 people within portions of Kent, Renton, Covington, Black Diamond, Maple Valley and unincorporated King County.

Job Summary

Responsible for performing support services related to the District’s technology infrastructure; including but not limited to Telemetry control systems, SCADA system, NTMS Locate Management System, Flow Monitors, Programmable Logic Controllers (PLC), Operator Interfacing Terminals (OIT) connecting via cellular networks and on-premise firewalls and virtual private networks (VPN). Works closely with the IT Business Analyst/Program Manager and IT Systems Analyst to maintain day-to-day systems and service the IT needs of the office staff, telecommuting users, and field personnel. This role will include patch management, server virtualization management, enterprise switching and routing administration, security systems administration, mobile device and VoIP phone management, geographical information system (GIS) and global positioning systems (GPS).
 
 ESSENTIAL DUTIES & RESPONSIBILITIES:
  1. Administer and configure the District’s telemetry system, including all shop and field hardware.
  2. Administer flow and telemetry system databases for the District. This includes but not limited to field related databases, and data acquisition and O&M databases.
  3. Maintains Locate Management System.
  4. Provides computer support to users requiring technical assistance; conducts troubleshooting, gathers data, corrects issues, install system updates and upgrades, conducts backup checks and performs desktop and equipment maintenance.
  5. Administer, configure and maintain District’s Supervisory Control and Data Acquisition (SCADA) system. Including Wonderware HMI, Historian, and Win911 Alarming Software.
  6. Performs analytical and diagnostic tasks on the SCADA site computer and troubleshoots hardware and software problems associated with the system remote site components.
  7. Maintains and coordinates SCADA backup and recovery plans and automatic notification alarms system. Maintains SCADA security parameters, user profiles, and passwords.
  8. Troubleshoots a variety of electrical, instrumentation, and PLC related problems. Assists in developing recommendations or solutions to complex issues.
  9. Administer and configure PLC’s and OIT’s for all remote District pump & lift stations.
  10. Supports mobile voice communication devices; including set up and anti-virus programs. This includes cell phones, administration, and voice radios through Valley Communications Center.
  11. Conducts research for current and future Field Operations’ use as needed.
  12. Responsible for setup, downloading, and maintaining flow monitors. Supports GPS program and GPS related operations.
  13. Assists with maintaining the TV inspections computer system as needed.
  14. Provides backup support and user assistance with work order management system.
  15. Serves as a backup for the IT Systems Analyst for IT support and network support during his/her absence.
  16. Maintains all job related equipment, i.e., trucks, miscellaneous tools, etc.
  17. Maintains District automated answering service and resolves any messaging issues that occur.
  18. Performs all other assigned duties and responsibilities; assisting other employees; or substituting for other employees when needed; and cross train in other areas as needed.

MINIMUM QUALIFICATIONS:

Knowledge of:
  • Proficient in Windows Operating System environment.
  • SCADA and Industrial Control System architecture & topology, networking, and industrial network protocols.
  • Aveva System Platform.
  • Industry best practices for operation of, maintenance, and security of an operational technology SCADA systems.
  • PLC, instrumentation, equipment, and electronics utilized for industrial process controls.
  • Integration of hardware and software technology within an OT/SCADA environment.
  • Data communication within the OT and SCADA environment including PLC, SCADA, relational database, and remote telemetry.
  • Cellular based gateways and TCP/IP protocol.
  • Electrical, telemetric (SCADA), and mechanical equipment and methods of calibration.
Skills in:
  • Development and programming of SCADA system and associated technology including Operations Systems and Applications Software. Wonderware SCADA and Rockwell PLC software experience preferred.
  • SCADA, PLC, OIT, Network, and OT hardware.
  • Safe operation of power tools, test equipment, and hand tools.
  • Effectively troubleshooting equipment and systems using available documentation.
  • Working safely with or near electronic/electrical circuits, around electrical and mechanical equipment, and environmental hazards.
  • Communication, both written and oral, and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Ability to:
  • Have good public relation skills and able to handle difficult situations.
  • Communicate effectively, both orally and in writing.
  • Work harmoniously with the public and District employees.
  • Recognize what needs to be done and the willingness to accomplish such work without direction on each task.

  • Work in and around hazardous conditions, confined spaces, odd hours, traffic, toxic substances, fumes, dogs, outside elements - cold, heat, etc.
  • Work is usually performed in an office environment. May be required to perform manual tasks involving physical strength and endurance such as heavy lifting, climbing, balancing, stooping, kneeling, twisting and reaching.

EDUCATION AND EXPERIENCE:

Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:
 
Education:           Two (2) years of higher education in computer science, engineering, instrumentation, PLC and SCADA programming, control systems networking, electronics, or related field.
 
Experience:        Three (3) years experience in an industrial environment installing electrical controls, calibrating instrumentation controls, modifying existing PLC and SCADA programs, modifying control systems networks, and providing preventative maintenance for industrial control system network equipment.
 
Desired Experience:
One (1) year experience in an industrial control system environment related to the water/wastewater industry.
 

REQUIRED LICENSE:

Valid Washington State Driver’s License with a good driving record.
 

DESIRED CERTIFICATES:

  1. CompTIA A+, Network+, and Security+, or related certifications.
  2. Foundational certifications for IT support, networking, and cybersecurity.
  3. ISA Certified Control Systems Technician.
