Safety & Water/Wastewater Quality Coordinator

Works under general supervision to support the overall functioning of the District. This position is responsible for: (a) drinking water quality, (b) wastewater quality compliance and (c) employee safety programs. These are accomplished by managing various programs to ensure compliance with all safety, drinking water and wastewater requirements, standards and regulations. An incumbent in this position is expected to have a well-developed understanding of the maintenance and operations of the District’s water distribution and sewage collection systems. Responsible for job site safety; provides technical and regulatory requirement advice; coordinates and work effectively with others to achieve objectives. This position will report directly to the Utility Superintendent.

Requirements

ESSENTIAL DUTIES

  • Administers District’s cross-connection control program, fats, oil and grease (FOG) and water quality.
  • Serves as District representative for water quality-related regional.
  • Serves as the designated Safety Officer for the Some of the specific duties related to that include:
    • Monitors and informs staff about worker safety regulatory.
    • Organizes, writes, updates, and implements safety programs and procedures in accordance with the applicable regulations and standards.
    • Coordinates and conducts safety meetings and refresher.
    • Reports safety infractions by employees to the respective direct.
    • Researches, answers questions and makes recommendations regarding safety.
    • Monitors safety equipment for required maintenance, service, certification and recalibration.
  • Fosters community and major customer relations by creating partnerships with various community associations and organizations for safety and water quality.
  • Participates in selected inter-agency activities with City, County, State, and Federal agencies as directed.
  • Monitors other municipal and governing entities’ programs and activities that could impact District operations.
  • Determines the required equipment, materials, and personnel with the necessary skills for each work order.
  • Assemble the same and assesses site conditions to determine proper layout and approach for work site safety.
  • Provides technical assistance for on-site work activities related to safety.
  • Coordinate safety training for staff and administers District safety training programs.
  • Oversees and assesses water quality and safety programs – such as waterline flushing, sampling, and administer applicable programs.
  • Inspects the work of staff for adherence to standards and instructions; plans and executes corrective actions as needed; makes recommendations to supervisors regarding safety-related conduct.
  • Fulfills on-site Safety Officer’s role when assigned to larger or safety sensitive job sites.
  • Troubleshoots, maintains and services water quality sampling and safety equipment.
  • Assesses safety practices and makes recommendations for corrective action.
  • Prepares incident reports, work orders, logs daily activities; performs data entry in various software systems.
  • Maintains records in compliance with Department of Health and Department of Labor and Industries requirements.
  • Coordinates monthly safety meetings.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • In-depth understanding of all regulatory requirements.
  • Proficient verbal and written skills.
  • Ability to coach, train, present and oversee the safety practices of a work crew.
  • Understanding of appropriate safe working methods.
  • Strong communication (oral, written and interpersonal) skills as applied to interaction with co-workers, supervisor, the general public, etc.

Experience/Education:

  • High school diploma or GED
  • Minimum one year of post-secondary education preferred – two years of formal position-related experience maybe substituted for each year of post-secondary education.
  • Four years in directly related fields or proven skill level as validated by the M&O Director or their assignee.
  • Two-years of direct position-related experience.
  • Completes a minimum of 40 hours of effective communication/presentation training.
  • Public speaking and formal instruction experience preferred.

Licensing Requirements:

  • Valid Washington State Driver’s License.
  • Cross-connection Control Specialist Certification - within 6 months in this position.
  • First Aid/CPR Instructor level certification – within one year in this position.
  • Water Distribution Manager Level II Certification – within one year in this position.
  • Washington Wastewater Collection Personnel Association Level II Certification – within one year in this position.

Other Requirements:

Reliable and regular attendance, and the ability to work harmoniously with other employees.

WORKING CONDITIONS:

Most work is performed outdoors and may be exposed to traffic hazards, at high elevations, or deep in underground vaults. Subject to 24-hour emergency call back. This position typically requires: fingering, grasping, talking, hearing, seeing and repetitive motions. Exerting up to 50 pounds of force occasionally to move objects.

Monday – Friday 7:30am – 4:00pm
