Why This Workshop Is Essential for Washington’s Sewer and Water District Commissioners
Whether you’re newly elected or a seasoned commissioner, the responsibilities of governing a special purpose sewer or water district in Washington State are complex, technical, and constantly evolving. This workshop provides a one-day, high-value immersion into the most critical areas of district governance—equipping attendees with the knowledge, tools, and confidence needed to lead effectively.

Participants will:
  • Understand the Fundamentals of District Governance. The morning kicks off with WASWD 101, offering commissioners a clear overview of the Association’s tools, resources, and support to help them fulfill their roles responsibly and efficiently.
  • Stay Current on Legislative and Regulatory Changes. With insights from WASWD leadership and government relations experts, attendees will learn about the latest legislative issues impacting districts—crucial for informed decision-making and strategic planning.
  • Reinforce Ethical Standards. An in-depth ethics session helps commissioners and staff navigate conflicts of interest, stewardship duties, and public trust—core components of effective public service.
  • Strengthen Board-Management Collaboration. The “Staying in Your Lane” segment clarifies the boundaries and best practices between governance and operations, reducing friction and promoting productive partnerships.
  • Improve Financial Oversight Skills. A practical introduction to understanding district financial statements ensures commissioners can confidently interpret budgets, audits, and financial reports—critical for fiscal accountability.
  • Master Open Government Requirements. The workshop closes with expert guidance on the Open Public Meetings Act and Public Records Act, two of the most important—and often misunderstood—laws governing district transparency and compliance.
In short: This workshop is not just beneficial—it is essential. It provides commissioners and staff with guidance for matters important to their districts for serving their ratepayers and govern with competence and confidence.
